Guidepost Solutions was appointed by the New York City Department of Housing Preservation and Development to monitor labor compliance during the construction of an affordable housing complex located in the Bronx, New York. A primary focus of the assignment was to observe general site construction activities and gather information from workers on a weekly to bi-weekly basis through unannounced site visits. This included conducting headcounts and worker interviews, identifying and tracking subcontractors and their employees, observing general construction progress and verifying a safe work place. During our interviews with workers and management, we focused on issues related to wage rates, sign in/out procedures, verification of personal identification information, complaints and grievances. Our forensic accountants performed labor audits of the project-site process and procedure reviews; conducted interviews at contractor offices with management and accounting personnel; performed detailed reviews of any and all project records related to labor law compliance. We issued periodic written reports to the Housing Preservation Department and the New York City Housing Development Corporation regarding our findings; notified them verbally of any findings requiring immediate attention; and met with them periodically to report on project status and issues of ongoing concern.
