He is an expert in conducting complex investigations, and developing compliance programs involving controlled pharmaceuticals, prescription drug diversion, fentanyl and other substances. He directs complex, sensitive investigations that help solve problems, resolve disputes, mitigate risk, eradicate threats, and ensure full regulatory compliance.

Jay D. Owen
Jay D. Owen is a seasoned professional with extensive experience in antitrust law, monitoring, and compliance processes. Mr. Owen has worked on numerous high-stakes monitorships while at Guidepost, including the in-depth oversight of a multi-national financial institution and on a state-AG mandated compliance program assessment. He has also provided expert compliance consulting services in industries as diverse as higher education, aerospace engineering, and information services. His work has been particularly focused on helping clients navigate the changing compliance environment associated with the change in administration and he specializes in navigating novel and challenging.

He guides clients from initial risk assessment and program design through technology implementation and long-term monitoring, delivering end-to-end advisory support at every stage of the security lifecycle.

Louis Milione
With more than twenty-five years of public and private sector experience, Louis J. Milione returns to Guidepost Solutions as President of Global Investigations and Regulatory Compliance having just served as the Drug Enforcement Administration (DEA) Principal Deputy Administrator from 2021 to 2023. As the DEA’s second in command, Mr. Milione led an agency of more than 10,000 public servants – including 5,000 Special Agents, 800 Intelligence Analysts and 700 Diversion Investigators – who work in DEA’s 334 offices around the globe.
