The Manhattan District Attorney’s Office (the DA) conducted an investigation into a fire that took the lives of two New York City firefighters at the site of the former Deutsche Bank Building in lower Manhattan. The investigation resulted in the execution of a non-prosecution agreement between the DA and Bovis Lend Lease LMB, Inc., the construction manager for the demolition project. The agreement required the appointment of an Independent Monitor to oversee compliance of its terms, including the creation and implementation of a robust fire safety program and the development of an integrity program for their selection of subcontractors. The appointed monitor engaged Guidepost Solutions to develop a compliance and integrity monitoring program and assist in the overall monitorship.  Shortly after the commencement of the monitorship, the Port Authority of New York and New Jersey executed a separate monitoring agreement with Bovis. In support of the monitor, Guidepost Solutions performed hundreds of background investigations on subcontractors, forensic auditing, and foresaw the development and monitoring of fire safety policies and procedures.
