Luis Osnaya, a lawyer and Master of Public Policy (MPP) candidate, brings a passion for tackling complex legal and institutional challenges though his background that bridges law and public policy. Based in Mexico City, Mr. Osnaya brings a unique perspective to his work, one grounded in legal expertise but also focused on the real-world impact to his clients. At Guidepost, he supports clients with investigations, compliance, litigation support, and strategic consulting. Whether working with public institutions or private companies, Mr. Osnaya has a proven track record of delivering actionable insights and tangible solutions.
Mr. Osnaya started his career in litigation by working at some of the top law firms in Mexico. Soon, however, he realized he wanted to be part of broader efforts to improve institutions and public policy. That drive led Mr. Osnaya to work on a broader range of initiatives but focusing on key areas such as public safety, criminal justice, governance, and legal transparency.
Prior to joining Guidepost, Mr. Osnaya served as a senior consultant with Lantia Intelligence consulting firm, leading multidisciplinary projects across Mexico, helping federal and state agencies improve public safety, justice systems, and institutional performance. He conducted risk assessments, designed public policies, and produced threat analyses for both government clients and businesses operating in high-risk environments.
Mr. Osnaya also has experience in academia and research, working on various projects including for human rights and criminal justice at Mexico’s national university (UNAM), and collaborating with the University of Guadalajara on projects aimed at promoting transparency and accountability. Most recently, Mr. Osnaya served as an expert to the Special Prosecutor’s Office for Human Rights within Mexico’s Attorney General’s Office (FGR), where he worked on high-impact cases that contributed towards addressing some of the country’s most urgent and sensitive human rights efforts. He has also led training programs for prosecutors and investigators, helping to strengthen their investigative skills and support more effective casework.
