Jay D. Owen is a seasoned legal professional with extensive experience in antitrust law. Most recently, he served as chief of the Defense, Industrials, and Aerospace Section at the Department of Justice’s Antitrust Division. In this role, Mr. Owen managed numerous investigations and litigations simultaneously. His leadership was instrumental in the successful prosecution of complex antitrust cases in various industries, including healthcare, defense, automotive, and satellite communications.
Mr. Owen’s career at the Department of Justice spans nearly two decades, during which he has held various positions including chief, assistant chief, civil trial attorney, and criminal trial attorney. His notable cases include leading representative matters involving the vertical merger in the healthcare industry; one of the largest chemical mergers in history; a merger-to-monopoly for satellite products sold to the DoD; a $74 billion merger of defense contractors; and a merger of payday lenders. Mr. Owen also worked on and oversaw numerous matters that involved complex remedies that required ongoing monitoring and compliance efforts by either the DOJ or a monitoring trustee.
Earlier in his DOJ career, Mr. Owen was a key investigator in a matter involving price-fixing in the automotive industry which involved extensive work with a cooperating corporate witness, presentation of multiple grand jury witnesses, and the assembly of a comprehensive documentary record. He ultimately obtained indictments for two individuals, a corporate plea bargain, and over $100 million in total fines. He also represented the U.S. Government’s interests as an intervenor in private civil actions related to alleged price fixing in the generic pharmaceuticals industry.
Mr. Owen’s dedication to legal excellence and community service has earned him several awards, including the Assistant Attorney General’s Award for multiple civil and criminal investigations and the Washington Council of Lawyers Government Pro Bono Attorney of the Year.
