Courtney H. Bullard has decades of experience advising institutions and organizations in matters involving sexual misconduct, including eight years as a university system attorney.

Ms. Bullard has become a thought leader on institutional compliance in addressing instances of sexual misconduct, bullying and hazing, speaking nationally at conferences and events. She provides legal and consulting services for public and private higher education institutions and K-12, serves as an external investigator in  allegations of sexual misconduct, most notably in the Ooltewah basketball case, and provides expert witness testimony on matters dealing with institutional response to allegations of sexual misconduct, bullying and hazing in litigation.

Ms. Bullard is also the Founder and CEO of Institutional Compliance Solutions.  She specializes in providing legal and consulting services to school districts and institutions around compliance with Title IX and related laws and regulation.

Ms. Bullard hosts The Law & Higher Ed Podcast and is nationally recognized for her contributions to news media, including the Chronicle of Higher Education, Inside Higher Ed, and VICE news on HBO.

Prior to serving as Associate General Counsel for the University of Tennessee, Ms. Bullard worked for Baker, Donelson, Bearman & Caldwell and Husch & Eppenberger. She also teaches Business Law as an adjunct professor for the University of Tennessee, Chattanooga, and Southern New Hampshire University.

In 2018 and 2019, Ms. Bullard received the prestigious recognition of Lawyer of Distinction in Higher Education Law.
