Oakland County After Action Report

The November 30, 2021, mass shooting at Oxford High School took the lives of four students and injured an additional six students and one staff member. Many other students, teachers, administrators, and staff who survived were also impacted that day, as well as the entire Oxford Community at large. Guidepost Solutions has been contracted to provide a comprehensive After-Action Report (AAR) of the multi-agency response and recovery efforts to the Oxford High School Shooting. The AAR produced by Guidepost Solutions shall identify failures and successes, evaluate key lessons for ongoing training, and develop a program Oakland County can utilize to continue to drive meaningful advances that lead to improved outcomes, as described more below.

The independent after-action report is underway. Please direct all questions and comments about the investigation to the investigative team. All communication will be confidential and you may request to be anonymous.

Guidepost’s team, which includes former law enforcement leaders, emergency management experts, mental health professionals and educators, will critically examine all aspects of the response, including:

Command and coordination: Governance, organizational structure, and interagency collaboration.
First responder actions: Law enforcement, fire, EMS, and emergency management protocols.
Mental health and recovery: Community and first responder support services.
Communications: Public messaging, 9-1-1 operations, and interagency information sharing.
Training and preparedness: Evaluation of pre-incident training and recommendations for future improvements.

The report will also involve extensive community engagement, including town halls, listening sessions and interviews with victims, families, first responders and others. A final report will be made public and shared with the community and Oakland County simultaneously.
