Mr. David Moncure, JD, CIPP/US is a managing director in Guidepost’s Technology Advisory Services division, with extensive experience in eDiscovery, data privacy, cybersecurity, and artificial intelligence governance. He leads, develops, manages and monitors the creation, implementation, and maintenance of large data governance programs for Guidepost clients, including policies, procedures, internal controls, and compliance with relevant regulations.
He built and led enterprise-wide legal and compliance programs, with particular focus on litigation preparedness, legal technology, information governance, and regulatory risk mitigation. His work included complex cross-border matters and highly regulated environments, leveraging legal strategy and technical solutions to streamline operations and ensure defensible practices.
Mr. Moncure advised on and implemented information governance and AI governance frameworks for large organizations, including development of maturity models, data inventories, and cross-functional policies. He led internal governance committees and designed legal risk management programs that align corporate operations with evolving legal, privacy, and cybersecurity standards. He also managed large-scale data remediation initiatives and was the lead legal advisor for global technology deployments.
In addition, Mr. Moncure oversaw the development of in-house eDiscovery and information governance teams, supporting enterprise litigation, internal investigations, and regulatory responses. He delivered measurable cost savings through technology adoption, vendor management, and workflow optimization across the full Electronic Discovery Reference Model (EDRM) lifecycle. His experience includes responses to data breaches, privacy incidents, and regulatory audits.
Mr. Moncure regularly advises executive leadership on legal and compliance strategy, providing guidance on matters involving artificial intelligence, cybersecurity, privacy, and legal technology. He has been active in contract negotiation, vendor oversight, and the integration of legal operations into broader IT, security, and compliance frameworks.
He is a Certified Information Privacy Professional (CIPP/US), a certified electronic records management practitioner, and a frequent contributor to leading professional organizations focused on data privacy and eDiscovery. He serves in multiple leadership roles at The Sedona Conference, and is a faculty member with several national institutes specializing in eDiscovery and government investigations.
