Jay D. Owen August 25, 2026

Guidepost Solutions, a global leader in domestic and international investigations, compliance solutions, monitoring, and security and technology consulting, today announced that Managing Director, Jay D. Owen, has been appointed a vice chair of Exemptions and Immunities for the American Bar Association’s (ABA) Antitrust Law Section, effective for the 2026-2029 term.

In this role, Owen will help lead the Exemptions and Immunities Committee, including organizing panels and presentations, helping plan the ABA Antitrust Section’s Spring Meeting, the Section’s signature annual event, and overseeing updates to the State Action Practice Manual, a key reference resource for antitrust practitioners.

“Jay’s appointment to this leadership role is a reflection of the deep antitrust expertise he brings to our clients every day,” said Julie Myers Wood, CEO of Guidepost Solutions. “His years at the Department of Justice, combined with the compliance and antitrust expertise he provides to our clients, make him an ideal voice to help shape the Section’s work on exemptions and immunities. We’re proud to see his leadership recognized by the ABA.”

The Exemptions and Immunities (EI) Committee serves as the ABA’s primary resource on judicially created antitrust immunities, state action immunity, implied immunity, and other statutory exceptions to the antitrust laws. As antitrust enforcement has become increasingly intertwined with everyday business activity, the committee’s work has taken on growing significance for businesses and lawmakers alike, as exemptions and immunities are a frequent point of focus in both litigation and Congressional debate.

Owen joined Guidepost Solutions in 2025 following nearly two decades at the U.S. Department of Justice’s (DOJ) Antitrust Division, where he most recently served as chief of the Defense, Industrials, and Aerospace Section. During his tenure at the DOJ, he managed numerous high-profile investigations and litigations, including matters involving a vertical merger in the healthcare industry, a merger-to-monopoly for satellite products sold to the Department of Defense, a $74 billion merger of defense contractors, and a merger of payday lenders. At Guidepost Solutions, Owen has led high-stakes monitorships, including oversight of a multi-national financial institution, and advises clients across several industries on antitrust compliance and regulatory risk.

“It is an honor to take on this role with the Exemptions and Immunities Committee at such a pivotal moment for antitrust law,” added Owen. “State action and antitrust immunity doctrines sit at the intersection of some of the most active debates in the field today. I look forward to working with the committee to advance the Section’s scholarship and to support practitioners navigating these issues on behalf of their clients.”

Owen holds a Juris Doctor, cum laude, from George Washington University Law School, and a Bachelor of Science in History, Technology and Society, cum laude, from the Georgia Institute of Technology. He is a member of the Georgia State Bar.
