Susan Jurman

Managing Director

Susan Jurman is an expert in capital and strategic planning, process improvements, and operational readiness. She is known for implementing innovative strategies and bringing leadership and focus to governance and management, helping to drive decisions that deliver a shared mission.

Prior to joining Guidepost Solutions, Ms. Jurman, through her own consulting firm, acted as a program manager where she supported Amtrak’s expansion into a new passenger facility.

Ms. Jurman has developed financial strategies and managed complex budgets and grants from inception through completion, in diverse, political, and government environments. She spent over 30 years working for the New York Metropolitan Transportation Authority (MTA), where she held various positions including providing program management and subject matter expertise to the MTA’s enterprise asset management team. As Chief Budget Officer for MTA Capital Construction, she managed the company’s $75 million operating budget and the project’s insurance programs. She also served as the Chief Program of Operations for the $11 billion East Side Access project, where she created complex financial strategies, negotiated and managed over $3 billion in federal grants, optimized operating costs, and established and enforced strict project cost controls. Ms. Jurman also managed the MTA’s $20 billion five-year capital program and $30 billion in capital program funding.

Ms. Jurman has been a part of research and publications that have helped develop methodologies for communities in Cincinnati and around the United States. She is the author of “Recreation Needs Assessment” and the “Recovery Action Plan” for the City of Cincinnati’s parks and recreation system. She co-authored “Cincinnati’s Community Councils: An Assessment of Capacity Building for Citizen Involvement in the City Budget Process,” working alongside Brookings Institute/Twentieth Century Fund. She was also a researcher for the National Municipal League, a non- profit organization with a mission to advance civic engagement.
