Claire Haaga Altman is a managing director and an experienced innovator in the not-for-profit sector. In the last three decades, she has held major leadership positions in organizations focused on affordable housing, workforce development, community development, social services, health care, aging, and veterans affairs. She has extensive experience working with federal, state and local government, especially in pioneering innovative approaches to solving complex public problems that maximize efficiency, reduce costs, and build networks of support.

Prior to joining Guidepost Solutions, she was an executive vice president at Capalino+Company, where she assisted for-profit and not-for-profit clients in identifying opportunities and financing strategies for affordable and supportive housing.

Over the course of her career, Ms. Altman has provided strategic consulting services to more than 50 clients in the real estate, affordable housing and community development fields, assisting them with problem-solving and navigating city and state housing programs. She has developed over 3,000 units of supportive and affordable housing, and managed 600 units of supportive housing, including housing for aging populations, persons with behavioral health issues, HIV/AIDS patients, and victims of domestic violence.

Ms. Altman has developed employment programs for ex-offenders and other individuals with little or no work experience. She launched New York City’s first paratransit service for elderly and handicapped individuals with ex-offenders as the drivers and staff, which was the model for the city’s Access A Ride program. She also created and operated the Neighborhood Work Program, employing 600-700 ex-offenders annually in demolition, clean-up and apartment repair jobs; she then created a “sister” program, Vocational Development Program, to place individuals in skills training and permanent jobs. The program continues today as the city’s Center for Employment Opportunity.

Ms. Altman has raised over $800 million in philanthropic, housing finance and earned revenue for a range of not-for-profit organizations.
